hi, I just installed the 4090 and I noticed that the "usage" workload doesn't reach 100% while at home in another PC of mine where I have the 3090 it even reaches 95%. Also note at the top right "graphics1" the value is 99% even though the overall uo is 49%. it's normal ?

This information is not known to be very reliable.
Use GPU-Z to check on your GPU clock, temperature and load.
And yes, it's normal that the load is not 100%, usually this happens at higher frame rates.

As Vladimir said, tools proposing to show GPU "usage" or "utilization" metrics are very unreliable as such tools usually rely on measuring power usage and temperature. You will notice that NVIDIA doesn't provide such a measurement tool themselves.
