Is there a tutorial on how to use this? Does it only work with Vray sun and not HDRI maps? Does it work with light?

HI, thanks for posting. Could you explain in a bit more details what do you want to achieve? VRayEnvironmentFog is supported trough Live Link from 3ds Max. You can also add fog to your scene in Vantage.

If you look at the menu you posted, there is a scattering fog section. How to do properly use that? Does it work with my hdris or do I need to use vraysun for that option to work properly.

It should work with HDRIs, but you would need the HDRI to have the sun in there (with correct radiance), if you want to see god rays.
So it might be easier to just use the sun light.
