-enable spatial importance
-Nvidia OptiX Legacy mode
-samples 200
-Quality Medium
-Denoiser
-Reduce Flickering
It has reduced the noise and flickering but not completely.

Increase light cache samples to 2000? In my experience spatial importance often increases flickering - have you compared this setting without touching the others? Maybe you also need a bit more camera samples as well.Nikola Goranov

For interior animations I typically use between 500 to 800 samples and get clean results. I know that it will take longer to render. Another thing I typically change is the noise threshold number. Between .003 and .005. I checked shading graph for glossy/gi also.

I've been able to reduce the noise and flickering but there are parts of the video where it's still present on the ceiling and it's quite distracting. Here are my current settings, what else can I do to fix this?
-No motion blur, no depth of field
-Nvidia OptiX Legacy mode
-Render Samples 200
-Quality Medium
-Denoiser
-Reduce Flickering
-GI 4 Bounce
-Environment Importance sampling
-LC Sample Limit: 2048
