When I click a button outside the window, the toggle gets disabled.

What do you mean the "When I click a button outside the window, the toggle gets disabled"?
If you have enabled Always on top (the pin button on the right side of the menu bar or with the default shortcut Ctrl+Alt+T) and the Toggle interface option with the shortcut you should have the Vantage viewport with only the title bar visible on top of the Max UI. If this is not the case can you record a video and send it?
