3080 12GB is slower than 3070

Comparing two hardware:
1. NEW NVIDIA GeForce RTX 3080 (12GB) GPU, driver 516.59, vantage 1.7.2
2. NVIDIA GeForce RTX 3070TI (8GB) GPU, lastest driver, vantage 1.7.2

Issue: 3080 is much slower when start the render. The issue can be reproduced every try.

Attached is the log of two hardware. 3080(12g) took 25s to start.

This is normal the first time you start a new version of Vantage or you change the graphics driver.
