Multi GPU "available" w/ only 1 installed

Not sure if this is a bug or expected behavior, but I recently noticed that Vantage is reporting 2x RTX 3090.
I wish getting a second GPU was that easy, but I only have 1x RTX 3090 installed.

With 1 GPU selected, scene uses 7.3 gb
With both GPUs selected, same scene uses 10.7 gb

Jokes aside, This happens to me on my laptop every now and then. I'm not sure what triggers this
How is the performance with 2 GPUs selected?
Do you have HW accelerated GPU scheduling on in Windows settings?
