Hello
If i install a render farm do i need a VRay 3DS Max plugin licence for each and every node of the farm ?

Hello,

You need a workstation license for the main machine and a render node for each additional machine that you want to use in the render farm.

Also on the render slave machines, you will also need to have the same version of 3ds Max installed, but there is no need to be licensed, on the slave machines the trial version of 3ds Max is enough.

So if I have Vray Collection annual subscription, and I have two pcs, do I need to buy a render node to be able to use DR and also have it render in command line? Vray comes with only one render node, and that it used by the machine that also is using the UI license?

Yes, you are right! If you want to render on two machines at the same time, you will need 2 x V-Ray Render Node licenses.
