Cloud Credits and annual vs monthly

Why does the annual premium plan include only 20 cloud credits? The monthly premium plan includes 20 credits. Shouldn't the annual plan include a lot more than 20?? Closer to 200-240 credits seems more like it.
I asked our local Chaos rep and he knew nothing...
