vrayforc4d clients take gui license

while rendering with team render or team render server clients take gui licenses.
i have 33 render licenses and 3 interface licenses, but can only render on 3 machines because clients dont obtain the render licenses.
vray_adv_37002_cinema4d_x64 iss installed on all machines.
what can i do to solve the problem?

but it does not work.

console says:
[Vb Error*]: Failed obtaining UI license (-197) : There are no available licenses of this type on the ChaosGroup License Server.
License failure: Failed obtaining UI license (-197) : There are no available licenses of this type on the ChaosGroup License Server.

cgls_win_5.2.2.exe is installed on all machines.
