Licensing Error -96

We are installing Max 2019 and Vray Adv 3.70.01 onto our new machines. One machine has recognised the license but the other can't.
The error message comes up -96 license server cannot be reached.

We have installed the new license server as before, stopped the active license on the old machine and started it on the new machine to no avail.

Does anyone know why we can't seem to access the the licenses? I have checked and we have 2 remaining licenses so this should not be an issue.
