Could not obtain the license

Hi everyone,
I currently have internet down, always when I have deadlines.
Trying to use the phone for tethering so as to have everything active, but, despite max is working with it, vray doesn't obtain the license.

Message is:could not obtain a license(10061)
10061: the chaos license could not be reached (refused connection

Any known solution to this?
Any way to use vray if ai can't get the connection?
