Online licensing in red / No licenses available

Sometimes you can get licensing error -197 or -200. In such cases when you open the license server web interface at http://localhost:30304 it shows No licenses available and the Online licensing is in red. There is a relatively easy way to fix that on Windows and MacOS. I'm attaching the two guides here and making that a sticky topic for future reference. For Windows use LS_Instructions.pdf and for MacOS Clean_Install_Instructions.pdf.
