Transfering old PD-Player Licenses from Dongle to Cloud

Hello,
our very old license server that was only running old PD-Player licenses with a WiBu Dongle finally kicked the buckt. People still love to use PD-Player because it is easy to use and relativ lightweight.
Now all our license server are running on VMs nowadays and therefore it would be handy to have the licenses running as Cloud licenses on the Chaos license server.

Now there is a tool to do the transfer, everything is fine, only the last check fails "Dongle is not eligible for transfer."
I can't figure out why, all critera are met.

Any ideas with that?
