This is just a guess, but there seems to be a conceptual problem with how the license server works. If my internet is down, but the router is still running, the license servers seems to try to obtain an online license in real time and freezes max for considerable time, e.g. when working in the material editor. It will continue to do so for each redraw of the material editor. Pretty annyoing.
If I turn off the router completely, however, the license server recognized that immediately and lets me continue to work without interruption. In my opinion, the first case should work like the latter. Don't interfere with the current session until you can't get a license for considerable time and then print a message so the user knows what's going on.
This was with hotfix 1 for V-Ray 7, not sure about the license server, but it was the current one when I installed V-Ray 7 some weeks ago.
