localhost refused to connect

Hi,
since a few days, in on of my 2 pc's.
i cant even use Vray, Vantage or Cosmos.
I get " localhost refused to connect"
I uninstaled vray and licence server, then, reinstall but its the same problem.
Again, im getting the f*****g " localhost refused to connect" .

What can i do?

Im a stage designer, not a technician.
Its very fustrating not to be able to work without thinking all the time to techincal issues, or looking at tons of posts to find a solution..
