Failed to checkout V-ray gui license

I have vray 3.6 edu version for Rhino 6. Every time I open vray in rhino it says "failed to checkout vray gui license".
I've tried everything possible! I've spent hours trying to figure this out. Its crazy I have a deadline that i need vray for that's quickly approaching.
All help would be greatly appreciated!!!!!!

Please install the latest version of the V-Ray Online License Server:
https://download.chaosgroup.com/license-server

Also please check if there is a firewall/antivirus application that might be blocking the access to port 30304 - if necessary please add the exception manually.
