It's hard to tell without seeing the contents of your HKEY_CLASSES_ROOT\.cin registry key, but the only reason I can think of is that you already have a value named "OpenWithList" there, added (incorrectly) by some program that has associated itself with the .cin extension. Or it could be some odd permission-based problem with the .cin key, but these are rare on XP when you are an administrator.
Either way, it should be safe to just ignore these errors. The only purpose of the OpenWithList addition is to add Pdplayer to the Open With menu for .cin files, and you can always choose it manually via Browse.
