So, I was getting nowhere, so I reached out to someone who "knows". He is saying that what I want to accomplish isn't possable. Apperently, the opening in the gutter is too small. Any advice? The rain needs to come down the roof, run over the gutter hood, and into the gutter.

If the opening is larger than two voxels of the grid, there should be no problem.
Did you try out Georgi's suggestions? Could you share the latest version of your scene so I see what needs to be adjusted and if there is anything that could be done in a better way?
I know that being a member of the Phoenix team means that I might be more optimistic than average, but I don't think there is anything impossible in this setup, it could certainly work

Looks totally possible. I'd do it with separate emitters though.
One for the main rainy rain that can just fall and splash without worrying about it properly reacting as you want, then
another specifically for the slower drippy rain that needs to travel over the hood and into the gutter.
Another for the drippy rain going down the roof shingles.
Unless of course it actually can all be done easily with just one setup...would like to see that.
I'd love to try it...looks fun...but busy doing dull stuff...

If you want to pay me to do it then I will of course do so. No way as cheap as fiverr but at least I'd see it through to a positive conclusion.
I think though that you could do it yourself, if you have some time to quickly familiarise yourself with the concepts in those tutorials, plus the obvious help from here

Yeah that is very well done.
Although you can clearly see repeat texturing on the drip stains and the roof rain, I'm actually
very impressed by the level of detail in the house model which is almost superfluous, considering the speed of the shots, but adds so much.
That shot of the rainwater pooling on the ground is really very convincing...I'm undecided as to what he did there, as it looks extremely realistic in its interaction with the grass/muddy bits.
The gutter rain is I reckon a very guided sim which runs within geometry shaped like it looks, so constraining it.
The roof bits you can see repeating...maybe simmed but just as likely a texture.
If you get him to do this for you pleask about that ground pooling shot

Man is Fiverr the wild-wild-west of the internet. Three attempts to hire someone and three blunders. This last guy wanted to take things off of Fiverr and to WhatsApp, but of course, he didn’t spell the app properly (used acronyms) so the bots wouldn’t flag his message. I guess I have to bite the bullet and learn how to use the tools to do my job. I was expecting something pretty easy. I mean, rain over a roof didn't seem very complicated! One guy wanted $3500 and said it would take him 10 days.

All sounds very dodgy.
I'm sure you'll be able to do it yourself.
At least these days it is so far simpler and quicker than it used to be, so as long as your deadline
is not too tight then a few days focus should see you get some results and you'll be rewarded with enhanced knowledge
