Through lots of testing I have found that liquid simulations sometimes appear to generate liquid from liquid! ie, a tiny drop of liquid on the side of some geometry keeps dripping without visibly being fed by the main source. I haven't been able to identify exactly what parameters cause this problem.

Yes you are quite right, the classic mode appears to cause the fluid to keep expanding. I noticed that the help files suggest Forward transfer is best for liquids however the fountain example seen uses classic so I thought it was worth giving it a try but amongst all the other parameters I was trying I lost sight of what was causing the issue.
How come classic works for the fountain scene though?Graham Macfarlane

the classic advection (the full name is semi lagrangian) can produce liquid "from nothing", however for the fountain this would be not a big problem if happens. in other hand the FT advection can produce bubbles in the middle of the liquid, especially in deep water.______________________________________________
