high-pressure cleaner

I would like to make a high pressure water cleaner with phoenix.
I think I need some liquid simulation but also a lot of "mist" flying around.

how would the pro's do this?

i think there is no need of water at all, i don't see any water leaving after the cleaner.
my suggestion is particle flow with deflectors and smoke produced by the particles.
