it's not that simple. the permissions depend on the user starting the process. you may have all permissions starting the max by hand, and other when is started by the spawner.
about workstation/renderslave installations - this option is made to affect vray, phoenix provides rendering for free and does not need license for it. i have never tried to install it selecting renderslave, not sure whether or not it may produce wrong installation.
actually, are you sure that your render slaves have working phoenix at all? is it possible that for some or other reason the installation has failed and there is no phoenix on them. i would recommend to check this option, see the max folder/plugins/vrayplugins and look for phoenix2.dlr file , or just start a max on some renderslave and look for presence of phoenix simulator
