Max 2019, 2018 constantly changing decimal symbol in input fields between full stop and comma

Does anybody else have this problem? It seems to happen only in 2019 and 2018. In 2016 all is fine and decimal symbol is comma. In 2019 almost every time it shifts between the two when putting values into input fields so often I have to write stuff 2-3 times for max to accept the value. Does it have anything to do with the fact that my Windows install is in English (UK) but in my Region settings the Format, Location and Locale are all set to Bulgaria? It's strange that Max 2016 doesn't exhibit this problem.

Every new version of 3ds Max has this problem and judging by the previous versions, Autodesk will solve this issue whit the first hotfix that they will release.

As you can see in those topics in Audodesk's forum, everyone has this problem.

Is this going to mess up how things show and work in Windows? Frankly I'm contemplating switching back to 2016 because of this cr@p. Why can't things just work for once without turning into a computer engineer because of 3ds Max and wasting hours and hours of my time to troubleshoot? I can't believe that we are paying thousands of euro every year for such level of quality that I haven't seen even in freeware software. This is the 3rd version of Max in a row that we've paid for and can't use. Just unbelievable...
