There's the height option in the environment fog, should do the same.
Alternatively, I don't use 3Ds Max, but in Maya it's possible to add volumetric textures like noise and gradients to the density, which would let you easily create a distance from the ground effect, or even use VRay Distance shader to control the fog precisely with a mesh. I assume the same is possible in 3Ds Max.
