Now that CS2 supports reading 'raw' formats, how can a Vray image be imported?

Vray images have the .raw extension, but that is not the same as a RAW image.
A RAW image is the unprocessed data from a digital camera, and the format varies completely between manufacturers and models. Photoshop has support for some of the most common cameras (and has in previous versions as well). But if your camera isn't supported, it don't work.
Vray image files are something completely different. The confusion here is very similar to when lightcache was called "lightmap" and people thought it was related to "lightmaps" used in game engines.

So they're really completely different then. I guess this means that a new export/'save as' would need to be created.

No, that wouldn't be needed. Camera raw files is only 12bit so there is no reason to save in that format.
