I want for example that the exposure layer above the background layer will only affect the background layer and not the whole render
It does seem like the corrections will affect the foreground as well, looks a bit misleading while in Composite. I will make a note to see if this could be improved and the Background layer is considered just as an image layer.
There is a way to still achieve what you need (I hope it works for you) by adding the alpha channel to remove the background and then place your BG layer and its adjustments. I've prepared a sample scene for you to check: BG adjustments.zip
The darker blue patches are the clouds from the HDRI. The lighter clouds a jpg sky backplate. I can't see to figure a way to get aroud this not sure what is happening. Whilst I can make adjustments to the background and backplate image this way obvioulsy I just want my jpg BG sky to be visible.
If I switch the layer structure around I can see just the desired sky, but I cannot apply adjustments to it. I tried to use the alpha render element to mask the BG layer/sky but it seems I need a way of inverting the alpha mask in VFB to do this.

I'm again in the matter of the background image.
I tried to follow your advice - but in such a situation the background image becomes dark see attached number 2. Compared to number 1 which is the background layer in display correction.
Would have been very helpful if there were simpler and more multiple options to handle the background layer in VFB.

Attach the file you prepared - plus a vray camera.
The change between the two background layers happens after the camera is added.
The process with adding the background layer (with color correction) should be much simpler.
In addition it would have been very helpful if it was possible to perform a horizontal flip to the background layer
