    Is this possible without recrating the VMmesh file from scratch?

    I have a few human characters exported to VRMesh with 30 frames on animaiton each. The eyelashes are currently on the same material ID as the hair, but they should be on the same as the skin. If I merge the VrayProxy to mesh it loses the animation. Not a deal breaker but I'd rather not have to re-export / pointcache all the animations if at all possible.

    Well, as both IDs are not unique (i.e. hair and skin) you can't do this without selecting the mesh.
    If you prefer to have it procedural, set the preview to full mesh.
    Add an edit poly modifier, and do your thing with the selection and ID change.
    The proxy is now a mesh to all intent and purposes in Max, so you can re-export the proxy (unless you're fine with the whole mesh in RAM and the stack.).
