Light max number of light layers

I have about 90 instanced lights and a lightmix element set to individual lights in my scene. Only about half of them show up in individual layers and the rest are dumped in to 'rest'

Is there an internal max limit for light layers that I've hit?

The limit is currently set to 64, yes.
