I need to plug an Object-space normal map

how can i do this in vray?

Sorry to say, object-space normal maps are not yet supported. We do have an improvement request already logged, though (internal bug-tracker id: VMAX-7101). You may try using the 3ds Max's native Normal Bump map or the integrated OSL Normal map, where coordinate space options are available.

One more question, im trying to follow this tutorial in blender. that's why i asked about the object space map. How can I combine A vraytoon shader with a normal map?

Adding a VRayBumpMtl, the base mtl of which is the VRayToonMtl and applying it instead should work.

There's clearly a lighting difference between the two scenes. Not sure how you've set up your shader in Blender, but VRayToonMtl is light-dependent. Otherwise, such a comparison is inadequate if you're not using identical setups.
