why do vray proxy objects NOT have 3d moblur when the object's position/rotation is animated, but proxied objects WILL blur if the camera is animated?

This is because proxies only generate static geometry at the moment (e.g. one that does not change with time).
When the camera is animated, the actual camera rays are changed with time, which is what produces the motion blur effect in that case, even though the geometry is static.

for now i guess you can use a dummy with all the lights and camera linked to it to move the scene around the static vray proxie space ship to give the illusion that its moving hehee
