Is it possible to control the color on each hair, to give the affect of dyed hair that has grown out, frosted tips, or "ticked" cat hair?

Yes, you can use the VRayHairInfoTex (outputting position along strand) as a mapping source for a Gradient Ramp. Afterward, you plug the Gradient Ramp in a shader of your choice.
