It is a spherical camera that allows you to render images that will be projected on hemispheric dome screens. If you use it with a FOV of 360 degrees, it will give you an image that you can use with the "Shrink-Wrap" environment mapping type.
Is there any advantage to using this DomeCamera over a standard camera with camera type set to spherical and Override FOV (under render parameters)? ... the advantage I was hoping for is to be able to expose for the vraysun&sky ...

Not really. However, you can control exposure additionally from the Color mapping options. E.g. if you use Reinhard color mapping, you'll have to decrease the multiplier to tone down the image.
