motion blur in still image

Is there a way to apply a motion blur to an object, (say a windmill) to a still image to give it a sense that it is in motion? I'm assuming the motion blur under the camera settings is just for animations, or am I wrong? Thanks for any help.

either do it in post or animate it in 3d
if chose to do it in 3d u have to adjust the amount of mblur with ur cam setties...the amount of mblur will vary with different exposuro and fstops.

Fo info, a slow shutter speed will cause fast moving objects to blur.
