Turn default lights off automatically if GI is enabled?
Yep, turn it off.
I don't see any point why there even is that kind of option.
yeah, its actually a bigger issue in maya vray. Since in maya default light is not in the same place as vray's default light many users have issues with tracking it. Honestly, default light should not exist, instead, if a user renders a scene without any lights or any illuminating objects such as gi, a renderer simply should print a message warning that there is no lights in the scene. Much like vray prints when the scene has nothing in it.
