I can think of lots of ways. The easiest would be to do the "laser cut" as simple geometry with a fitting texture and place it inside a solid glass cube. If you want to go all out though, the way those things are made is the lasers create dots or "cracks" of sorts in the glass. You could easily replicate that by using particles attached to a mesh. To make different parts of the image look different just play with the thickness of the mesh and create particles by volume.
