In which way I can wire the power of VrayIES light with the dimmer parameter of luminaire to obtain the result which is the multiplication of power of VrayIES light (TAKEN FROM IES file) by dimmer parameter?

Just "wire Parameters" your lights power with a slider manipulator for example and you will be good to go

I do it all the time if my lights are not instances...

it doesn't change if it a ies or not, you've got access to all the settings with the wire parameters...
