I am using a VRAY Sun, but it doesn't seem like the vraylightselect works on it; would this be correct?

It works fine here. Make sure you have V-Ray material assigned to the objects.

I bumped it up 10X and I started to see the contribution to the scene, so it is working.

What's Sun intensity ? VraySun usually contributes a lot illumination in the scene, and it should be visible in LightSelect element in the first place without changing anything.
