Download the latest demo of Rayfire. http://rayfirestudios.com/
Has a new modifier called rayfire asperity. http://rayfirestudios.com/feature/asperity
Just do a basic model add asperity. Awesome rock.

It's very hard to make a rock like that procedurally since there aren't many noises / maps and so on that'd make a similar blocky / extruded look. A lot of people will make a single fragment / block of the rock and then just place those a few times at different scales and rotations to make a bigger form.
