Environment plane invisible to HDRI Dome?

I have a large environment plane set up for a scenic to a window. Is there a way to make it "transparent" to the light coming from an HDRI Dome? In other words, it seems to be blocking the light from the Dome. Is there a way to let the Dome light pass through?

In the modifier pane of the light, under parameters there's an Exclude button where you can exclude objects from lighting and/or shadows
