Does it matter what the noise threshold is set to when using progressive? Will it keep cleaning up until you stop it, anyway?

It does matter (f.e. when you render animations) - otherwise there wouldn't have been much point to leave the parameter there. If you want to render until you stop it, set the noise threshold to 0.0
