I am both a Modo and Max user and want to upgrade my copy of Vray 1.5 to the latest version. My question is since I use both apps will I have to purchase two separate License? One for Modo and one for Max?

It would be better to contact our Sales Team on that subject at sales@chaosgroup.com
V-Ray 3.x uses two types of licenses: Interface license and Render Node license.
Render Node license is a universal license which means it could be used with any V-Ray 3.x product like 3dsMax/Maya/Modo/Nuke etc.
Interface license however cannot be shared between different platforms, so you will need at least 2 Interface Licenses, one for Modo and another one for 3DSMax and one Render Node License.
