I have some blinds and the client needs to show opacity. The opacity is such a small amount, it doesn't seem to make a different. I am using the opacity slot, dropping a black map and typing the % as a number. Am I thinking correct on this? The blinds will be 1%, 3%, and 5% transparent.

Sounds about right. But to spare yourself extra work, render without the blinds, then with it but render selected. Layer opacity in photoshop is quicker to adjust

If I render without the blinds the room will be equally bright in all versions. Each version will let a different amount of light in.

Between 1% and 5%, come on Bobby, that's why you also have exposure in photoshop
