That looks like it was made with VRay displacement. Apply the VRay Displacement modifier to the carpet object. Use a bitmap or procedural texture to simulate the fibers.
Be sure to enable Displacement in the Global Switches portion of the Render settings dialog.
For this carpet:
I used 2d displacement, amount 0.5, and resolution 2000. In the texmap slot is a leather material I got from E-Interiors. The UV mapping on the object has a U and V tile value of 20.
