Render a 360 panorama similiar to one where you move your phone around you?

Is it possible to independent horizontal FOV (0-360) and vertical FOV (0-180) for the cilindrical point cam?

Or is there another way to achieve that?

It is a little urgend, because a customer of mine is asking for exactly this kind of panorama.

This is not yet developed, you may try with Cylindrical Ortho camera which has a separate control for Cylinder Height but it is not the same thing as Vertical FOV.
