How to achieved a post it effect? Script, custom made material, phoenixFD, or VFX?

Hello, not sure this type of effect can be achieved with vray, but there is probably some artist on vray forum that may guide me to a solution to mimic the post it effect attached below.
if it can be animated it is even better, but I will be happy with a still image too. Could it be done with a script or even with phoenix FD?
If you know a forum more oriented VFX to asked the same question there, thanks to share.
