Nope, you can't apply fur to proxies. Proxy objects are unmodifyable. If you want to do anything to the mesh, it must be done before exporting the proxy.
Well, you can't do this with VRayFur at present, since you can't make it generate actual (non-render time) geometry. You can try hairFX or something similar (there was a way to do geometry hair with particle flow, as far as I remember).
