CPU doesn't render 100 %

hello everybody ,
i recently get this issue while renderening
my cpu only loads between 1% to 8 % wich makes the waiting time very very long
my specs : i7 4700HQ
RAM 16 GB DDR3
GPU NVIDIA GTX 770
VRAY 4.2 FOR 3DS MAX
WINDOWS 10 X 64
all memory settings are by default

Seem you don`t have enough free memory on your PC and Windows is swaping to disk. Utilization of disk is 100%, so that`s what you are waiting for, loading/unloading of memory to page file. Optimize your scene if possible, reduce textures, saving objects to proxy etc....
