RenderSlave 21% CPU

Hello all,
so I have one salve machine that will not put out more than 21% of it CPU power. when rendering as a DR slave or even when rendering a job solo thru Backburner
is there some setting in VRAY that controls how much CPU a machine is willing to give up
BTW, i am using VRAY 5, hotfix 2 (5.00.05) and max 2020
does anybody have any information on this

Is this happening with any scene? What about local rendering?

Hello Peter, so this happens with every scene, but just on this one particular slave. regardless if its rendering a scene on its own thru BB, or if its a DR node.
I also just reinstalled a clean version of windows 10 on the slave machine, to see if that would clear things up, because that machine had a bunch of junk installed on it. but it didn't solve the issue
for local rendering, same scene, CPU is at 100%,as you can see in the attached photo
