hdri in Environment slot is causing splotches

Hi,
so i got my glass looking ok and hit render then splotches began to appear, went down the checking / testing material route and finally arrived that I can turn on the splotches on or off by simply checking the environ (skylight) slot in the render dialogue (the ever common kitchen.hdr is in that slot) problem is I would like the HDR as the enviro.
I am using 1.47.02 (would upping to 03 solve it?)

I didnt post scene as I know whats causing it, but if needed I will,
