Your problem is either you need to tick invisible on your vray sun (if your using it)

or tick sub pixel mapping in the color mapping rollout.

Thank the Gods for this check box

This has been a prob that would pop up often, I think this would be great if it came automatically checked on in Vray

It's due to a few things, but mainly to overloaded HDR samples in the gi/reflection calculations.
Clamping and sub-pixel mapping cure the symptoms, but do not make it right in principle.
What's needed, especially with sun and sky, is to turn the sun invisible (to cater for reflection/refracion), and prepare the scene materials so that they bounce/reflect light a LOT less than when used with standard lighting (that cures the diffuse-related issues).
In the video tutorial i prepared, it can be seen how with brighter materials rendertimes grow by a lot, and the dots appear.
Darkening the materials and exposing through a PhysCam gets rid of the dots and renders around 3 time faster for the same scene.

Tell the client it's bird droppings - quicker than re-rendering

            true true

Yes, understand what you are saying, but, still happens a few times even with Vray cams. As soon as I turn on Sub-pixel mapping the problems are magically solve.. unless your QMC is set lower than 1 to 8
