    If "Tile" for U and V are unchecked in a bitmap's settings, the map will not be tiled when used in a diffuse channel (as expected).

    But if that map is instanced into the VRay Displacement Modifier, these settings appear to be ignored for the displacement.

    2d displacement mode will ignore these settings, but 3d displacement should work fine.

      Is there a technical reason for this? or is it just an oversight that we can expect to see changed in later builds?

        It is because of the way 2d displacement is implemented, and is not an oversight. The 2d displacement samples the texture on the unit square and then tiles it internally; it has no way of knowing if the bitmap tiling options are on or off.
